Job Description

Description Duties Description The candidate will work in the Bureau of Perinatal, Reproductive and Sexual Health (BPRASH) and under the guidance and direction of the Infant Health Unit Manager (Health Program Administrator 2), the Associate Director for Community-Based Perinatal Health, and other leadership, to support implementation of multiple infant health initiatives, and provide clinical insight and guidance on related activities. This includes public health program planning, implementation, and evaluation of the Department’s efforts to reduce infant mortality, as described in the 2024 State of the State (SOTS), as well as the Department’s Early Hearing Detection and Intervention (EHDI) Program. The candidate will provide program management and clinical oversight of public health program planning, community engagement activities, research and policy analyses, and will support clinically relevant efforts of the EHDI deliverables required by federal funders. The candidate will actively collaborate and communicate with the Bureau of Data Analytics, Research, and Evaluation (BDARE) as well as the Division of Family Health’s medical and associate medical director, Regional Office staff, and external stakeholders, to effectively plan, implement, and evaluate all programs. The candidate will provide support and significant contributions to grant writing activities, advising on clinical issues and programmatic efforts, developing budget requests, and other similar activities. They will serve and participate on internal and external workgroups on infant health, including groups with local, statewide, and national partners. The candidate Responsibilities Under the direction of the Section Director, Bureau Director, and Division leadership, the candidate will be responsible for the following responsibilities at the listed percentage of effort, including: Program Oversight and Management (35%) Subject Matter and Policy Expertise and Communication (35%) Stakeholder Engagement and Collaboration (20%) Participates in the development of procurement documents, preparing information and documents for internal/external review and/or presentation, and development of supporting documents for the unit and Bureau. (5%) Completes all other tasks and duties as assigned (5%) Qualifications Minimum Qualifications Transfer candidates: Current Department of Health (DOH) employee with permanent or contingent permanent status as a Public Health Program Nurse, G-24 OR NYS employee with one year or more of permanent or contingent permanent competitive service in a position G-22 or higher and deemed eligible for transfer to Public Health Program Nurse (PHPN) under Section 70.4 of the Civil Service Law by also possessing the below open-competitive minimum qualifications. NY HELPS/Open-Competitive Minimum Qualifications: a bachelor's degree in nursing AND current New York State license and registration as a professional registered nurse AND four years of post-licensure nursing experience. One year of which must be experience in public health and related health systems*. Or a master's degree in nursing AND current New York State license and registration as a professional registered nurse AND three years of post-licensure nursing experience. One year of which must be experience in public health and related health systems*. For the purpose of this recruitment, public health and related health systems seek to assess and monitor population health status to identify population health problems; diagnose and investigate population health problems and health hazards in the community; promote health through influencing modifiable risk behaviors; prevent injury and disease; conduct surveillance and control activities; educate people about health issues; research new and innovative solutions to health problems; mobilize community partnerships to identify and solve health problems; develop policies and initiatives that support individual and community health efforts; enforce laws and regulations that protect health and ensure safety; link people to needed services and assure provision of health care; evaluate the effectiveness of interventions and services; and/or participate in quality assurance activities in connection with the health status of individuals, populations in the community, and/or across populations. Qualifying experience: For the purposes of this recruitment, examples of qualifying experience include, but is not limited to, experience as a public health nurse at a local county health department, public health organization, or public health policy or advocacy organization; infection control nurse; or a nurse performing education and outreach on public health. If verifiable, we will accept and prorate appropriate part-time and volunteer experience. Examples of non-qualifying experience include but are not limited to: Experience in discharge planning, utilization review, treatment plan development for individuals in community or congregate settings, and experience in a health regulatory organization determining entities' compliance with laws, rules, and regulations. Experience in a health insurance company, health maintenance organization, home health care organization, or private physician's office is also considered non qualifying. Preferred Qualifications: Clinical/management experience providing maternal child health services, or clinical experience in labor and delivery, neonatal, or pediatric nursing; public health program experience, such as oversight or implementation of a public health program or initiative; experience developing and implementing clinical guidelines or program policy; experience conducting listening sessions or key informant interviews; knowledge of public health law and regulations, and/or standards of clinical care and practice for the infant population; Experience with program and grant management functions, including an understanding of contract budgets and workplans; and excellent written and verbal communication skills, including writing reports, clinical guidance, and health communications materials, as well as delivering effective presentations and public speaking. Postgraduate certificate in maternal and child health, health disparities, or similar applicable subject area. Additional Comments Full-time, permanent position. Current registration as a Registered Nurse (RN) with the New York State Education Department must be maintained for continued employment in this title. Salary reflects the contractual salary range at step 4. There will be a geographic pay differential of $20,000 added. This position is part of the NYS HELPS program. No examination is required.
