This Project Manager role requires extensive experience in IT project and requirements engineering, particularly within large government projects utilizing Agile and PMI PMBOK methodologies. The successful candidate will be responsible for planning, developing, and directing requirements engineering deliverables, serving as a Scrum Master, and ensuring compliance with relevant procurement policies and regulations. A strong understanding of system integration, procurement systems (specifically SAP Ariba and the District's procurement portals), and various project management tools is essential.

Responsibilities:
- Plan, develop, direct, and complete requirements engineering deliverables from inception to completion.
- Apply Agile Scrum best practices to facilitate sprints, backlog grooming, epics, and user story creation.
- Serve as Scrum Master for requirement-gathering sprints involving cross-functional teams.
- Analyze business needs and translate them into system capabilities, architecture, and specifications.
- Develop and maintain technical documentation such as roadmaps, requirements, testing plans, and feasibility studies.
- Coordinate system integration testing (SIT) and user acceptance testing (UAT).
- Act as a subject matter expert for the implementation of RE practices and solutions.
- Use tools such as Microsoft 365, Visio, SharePoint, JIRA, and SAP Ariba for documentation and project management.
- Support change management and quality assurance for all RE artifacts and deliverables.
Required Skills & Certifications:
- 15+ years of leadership or project management experience in the IT sector.
- 10+ years of requirements engineering experience on large government projects using Agile and PMI PMBOK practices.
- 10+ years of experience managing Agile Scrum requirements engineering projects.
- 5+ years of RE experience involving complex system integrations and procurement systems.
- 3+ years of experience working with the District's procurement systems (SAP Ariba, DC Vendor Portal, Transparency Portal, Oracle Fusion Financials integration).
- 2+ years of direct experience using tools such as Microsoft Project, Visio, Teams, SharePoint, Smartsheet, Team Foundation Server, and JIRA.
- 2+ years of demonstrated compliance with OCP Procurement Policies, relevant DC and federal regulations.
- Bachelor's degree in information technology, Engineering, Business, or a related field.
- Project Management Professional (PMP) certification.
- At least one Agile Scrum certification (e.g., Certified ScrumMaster [CSM], SAFe Agilist).
